ADMINISTRATIVE OFFICER

As an ADMINISTRATIVE OFFICER, GS-0341-12, you will ensure internal systems and procedures for carrying out the organization's administrative functions meet the requirements of balancing costs, benefits, productivity, efficiency, and effectiveness. Initiate, plan, direct, and/or participate in special studies and projects in areas such as; resource utilization, personnel management, logistical support, knowledge management, readiness programs, etc. Represent the Wing in meetings with congressional, state and local officials, special interest and business group spokespersons to market and advertise ANG programs, activities, and requirements to gain support for ANG missions. Collaborate and consult with Wing Public Affairs Officer (PAO), drafts, develops, and finalizes narrative, prepares and coordinates news releases with State JFHQ to support communication with local media, high-ranking public officials, corporate leadership, civic groups, other reserve components, Air Force, Army, National Guard Bureau (NGB) and respective headquarters staff representatives. Provide the full scope of supervision to subordinates assigned to Wing Public Affairs. Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Provide technical and administrative oversight. Develop performance plans, counsels and rates employees. Reviews position descriptions, facilitates request for all personnel actions, interviews candidates for subordinate positions, and recommends hiring, promotions, or reassignments. Perform as the historian, responsible to ensure timely, complete and accurate capture and cataloging of significant historical data, and generation of required reports. Prepare the annual historical summary for submission to higher headquarters. Perform other duties as assigned. APPOINTMENT STATUS:

Qualified, currently employed Title 32 Federal Technicians working at the location specified in the job announcement. Category 2:
Qualified, currently employed Title 32 Federal Technicians of the Pennsylvania National Guard. (Army and/or Air) Category 3:
Qualified, currently employed Federal Employees (T5) or Federal Technicians (T32) within the Pennsylvania National Guard (Army and/or Air). Category 4:
Qualified current members of the Pennsylvania National Guard. (Army and/or Air) Category 5:
Individuals who are currently serving in another branch of service who are willing to become members of the Pennsylvania National Guard. INDEFINITE:
Currently employed permanent technicians MAY BE able to retain their permanent status and based on the current Unit Manning Document (UMD) and projected resourcing this will allow the applicant to occupy this position as a Permanent Promotion or Reassignment. If there are projected changes in the funding resourcing of the advertised position individuals will be placed on a Temporary action such as Temporary Promotion or Temporary Reassignment. These actions may result in the employee having to return to their prior Permanent Position when changes to the manning occur. Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades:

Experience:
Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems. SPECIALIZED
Experience:
Applicant must indicate at least 36 months experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions. Experience preparing reports, plans, policies and various correspondence. Experience evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Experience utilizing the organization, its mission and the organizational staff procedures. Experience using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of administrative and technical programs. Experience developing the mission and work processes of programs throughout the military organization and multi-level agencies. Experience in analytical and investigative techniques.Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. KNOWLEDGE, SKILLS, AND COMPETENCIES:
Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. - Knowledge of functions and responsibilities of different commands/elements of base, as well as a thorough familiarity with regulatory and informational material pertinent to the operations and activities involved. - Skill to deal with high-ranking military, civilian officials and/or local officials, develop draft press information, and Community Action Plans. - Skill in informed writer and verbal communicator sufficient to prepare, present, and articulate findings and recommend solutions, including visual information techniques, to develop and present information in a variety of forms; develop and deliver briefings project papers, status/staff reports, and correspondence; foster understanding and acceptance of findings and recommendations. - Ability to train individuals with varied backgrounds in the developed procedures, process, or policy. Experience:
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
