SUPERVISORY ENGINEER

As a SUPERVISORY ENGINEER, GS-0801-13, you will directly and through subordinate mangers and/or supervisors, determine unit goals which are the foundation for long and short range planning and execution of all unit programs, and provides a focus for all unit functions and activities. Oversee and direct the planning, scheduling, and implementation of base operating support programs to meet local mission requirements, as well as federal and state requirements, regulations, and statutes. Implement the RED HORSE Designed Operational Capability (DOC) statement and/or the Emergency War Orders (EWO). Represent the commander in the designated jurisdictional area with representatives of the National Guard Bureau, the Adjutant General, USP&FO, MAJCOMs, other military components, tenant units and organizations, state/local governments, local media, business and other public/private groups or organizations having an interest in Wing programs. Prepares and briefs congressional staff on military construction program (MCP) issues and/or Congressional equipment funding affecting RED HORSE. Collaborate with the Assistant Adjutant General for Air (ATAG) and other wing commanders to plan, develop, and implement an Wing Strategic Plan. Direct the Status of Resources and Training Systems (SORTS) and AEF Reporting Tool (ART) reports to reflect unit mission capability under wartime conditions. Serve as primary advisor to the State Staff concerning application and implementation of new technologies that affect operations assigned. Ensure Civil Engineering support is available for mission requirements and wing needs. Oversee medical and environmental management programs, ensuring each is developed and implemented according to applicable regulations. Serves as primary liaison for squadron involvement in support of state missions. Plan, implement, and direct unit response in such Military Support to Civil Authorities (MSCA) areas as homeland defense, weapons of mass effect, and ANG response to natural disasters. Perform other duties as assigned. APPOINTMENT STATUS:
EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION:
Non- Bargaining Position Qualified, currently employed Title 32 Federal Technicians working at the location specified in the job announcement. INDEFINITE:
Currently employed permanent technicians MAY BE able to retain their permanent status and based on the current Unit Manning Document (UMD) and projected resourcing this will allow the applicant to occupy this position as a Permanent Promotion or Reassignment. If there are projected changes in the funding resourcing of the advertised position individuals will be placed on a Temporary action such as Temporary Promotion or Temporary Reassignment. These actions may result in the employee having to return to their prior Permanent Position when changes to the manning occur. Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades:

Experience:
Degree:
professional engineering. To be acceptable, the curriculum must:
(1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. SPECIALIZED
Experience:
Applicant must indicate least 36 months experience, education or training in preparing technical and engineering drawings. Experience searching out and developing new or greatly modified methods and approaches to accomplish the Civil Engineering function. Experience in coordinating and negotiating with contractors and other personnel regarding engineering and administrative matters. Experience supervising and leading others within the Engineering Occupational Series'. KNOWLEDGE, SKILLS, AND COMPETENCIES:
Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. - Knowledge in technical data collection and commonly applied engineering calculations & soil analyses. - Knowledge of design & higher level mathematical principles (i.e. calculus, trigonometry, geometry, etc). - Knowledge of the planning and design of single purposes structures (e.g. plumbing plant, bridges, etc). - Knowledge of kinds of construction materials, methods, and equipment needed. - Skilled in developing and evaluating proposals for designs and competitive bidding cost estimates. - Skill in preparation of technical and engineering drawings and specifications. - Ability to develop detailed designs, skill at estimating engineering cost, etc. - Ability to apply experienced professional judgment in dealing frequently with specialized engineering requirements. - Ability to communicate orally and in writing in a clear and concise manner with technicians, engineers, public officials, user agency representatives, etc. QUALITY OF
Experience:
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
