AVIATION RESOURCE MANAGEMENT SPECIALIST

As an AVIATION RESOURCE MANAGEMENT SPECIALIST, GS-2101-09, you will interpret and administer laws and regulations regarding incentive pay and has sole approving authority to determine eligibility and entitlement to Aircrew Incentive Pay (ACIP), Career Enlisted Force Incentive Pay (CEFIP), and Hazardous Duty Incentive Pay (HDIP, (parachutist duty)) on all aviation related duties for personnel assigned to the Air National Guard unit. Determine eligibility and prepares Military Pay Orders authorizing awarding or re-coupment of incentive pay actions based on Department of Defense regulations, Air Force Instructions and all governing laws. Control, and monitor the resource and training requirements of assigned rated and non-rated aircrew for mission accomplishment and safety of flight. Receive direction and coordinate aircrew management changes, suspension/disqualification actions, and changes in Flying Status Codes (FSC). Develop and implement unique applications programs using base-level computers to meet the specific needs of the unit. Design, develop, and modify reports using System Query Language (SQL), locally developed computer programs, or ad hoc queries to provide management with data retrieved through selective manipulation of the database. Perform Flight Services Specialist work within the Air Operations Division which is responsible for coordinating and maintaining liaisons with military, federal, and local agencies concerning airspace utilization, flying operations, aircraft emergencies, search and rescue operations, and natural disasters. Work independently to provide aircrews with information and assistance for planning and conducting safe flight operations. Perform other duties as assigned. APPOINTMENT STATUS:

Individuals who are currently serving in another branch of service who are willing to become members of the Pennsylvania National Guard. INDEFINITE:
Currently employed permanent technicians MAY BE able to retain their permanent status and based on the current Unit Manning Document (UMD) and projected resourcing this will allow the applicant to occupy this position as a Permanent Promotion or Reassignment. If there are projected changes in the funding resourcing of the advertised position individuals will be placed on a Temporary action such as Temporary Promotion or Temporary Reassignment. These actions may result in the employee having to return to their prior Permanent Position when changes to the manning occur. Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades:

Experience:
Applicant must indicate at least 24 months experience, education, or training in arranging or procuring transportation for personnel, cargo or freight. Experience in pre and post auditing of freight bills, bills of lading, and personnel transportation vouchers. Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems. KNOWLEDGE, SKILLS, AND COMPETENCIES:
Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. --Broad knowledge of various aviation management programs, policies, requirements, and objectives to:
determine eligibility and entitlement to incentive pay; publish aeronautical and military pay orders; review information received from finance, medical, personnel, and maintenance for use in the review and auditing of flight records to include:
correct and current aeronautical orders, military pay orders, medical and physiological requirements, training requirements, flying hours, and Aviation Position Indicators. - Knowledge of aviation resource management principles, programs, policies, and practices, and skill in interpreting and explaining the law and regulations relating to all facets of administering the incentive pay programs (ACIP, CEFIP, & HDIP). - Knowledge of and skill in flight management principles and methods, to include management of the flying hour management program in order to provide documentation and reports to assist in the Wing's effective use of the annual flying hour allocation. - Applies knowledge of software programs, i.e., Aviation Resource Management System, Oracle Browser, and various ad-hoc programs, to create or revise various reports, tables, or products to aid management in the development of policies, procedures, and strategies for an effective aviation program. - Knowledge on installation of program updates, patches, or releases; interface requirements for use of ad hoc programs; how to troubleshoot system difficulties; and to repair or request system repairs. - Skill in evaluating the effectiveness of the program managed and in developing strategies for necessary improvements. - Ability to anticipate issues of potential sensitivity that arise during the administration of the Aviation Resource Management system. Experience:
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
