AIR COMMANDER (PILOT/NAVIGATOR)

As an AIR COMMANDER (PILOT/NAVIGATOR), GS-0340-15, you will directly and through deputy commanders, determine unit goals, which are the foundation for long and short range planning and execution of all unit programs, and provide a focus for all unit functions and activities. Responsible for accomplishment of the unit mission flying training program. Responsible for the availability of mission capable aircraft to meet unit flying program and alert/contingency requirements. Responsible for the formulation, presentation, justification and execution of an allocated multi-million dollar budget involving several major force elements and state funds. Directly and through a deputy commander, plan, organize, direct, and control real estate and facility construction, maintenance and repair, and utilization. Communicate and coordinate items of interest and potential adverse impact at the highest levels of national, state, and local political leadership. Ensure adequate messing facility and provides meals as appropriate. Negotiate and approve host/tenant agreements, memoranda of understanding, joint use and inter service agreements, leases, and licenses with military and civil agencies who provide and receive support, share resources, and inter operate with the unit. Ensure proper and adequate security and safeguarding of property, aircraft and equipment, resources, and people entrusted to the unit/base. Maintain mission readiness and compliance with directives as validated through the Inspector General and other review agencies. Ensure a functional base information systems plan which provides for equipment/data security, communications, data processing, and audio/visual services. Perform pilot or navigator duty requirements as directed by National Guard Bureau. Perform other duties as assigned. AREA OF CONSIDERATION:

Experience:
Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience:
Applicant must indicate 36 months experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. KNOWLEDGE, SKILLS, AND COMPETENCIES:

Experience:
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
