HUMAN RESOURCES SPECIALIST (MILITARY)

As a HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-09, you will serve as advisor to commanders on assigned unit human resources (HR) programs. Interpret policy and provides procedural guidance to commanders, supervisors, and staff members. Plan, direct, control and provide advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members. Plan, direct, and control all aspects of the Customer Service Program. Manage the Air Force Personnel Records System. Plan, direct, and control all aspects of the human resources employment program. Plan, direct, and control all aspects of the Relocation program for all members. Develop wing readiness plans for the administration of contingencies and mobilizations. Manage contingency and exercise deployments. Manage Deployment Systems. Manage and control the Personnel Module of the Integrated Deployment System (IDS), critical to deployment/employment of tasked personnel in support of global operations. Responsible to the Military Support Flight Commander for the Personnel Support for Contingency Operations (PERSCO) portion of the Status of Resources and Training System (SORTS) Report. Serve as Classified Control Officer responsible for safeguarding and proper destruction of classified material IAW AF instructions, higher headquarters and local guidance. Perform other duties as assigned. APPOINTMENT STATUS:

Qualified current members of the Pennsylvania National Guard. (Army and/or Air) Category 5:
Individuals who are currently serving in another branch of service who are willing to become members of the Pennsylvania National Guard. INDEFINITE:
Currently employed permanent technicians MAY BE able to retain their permanent status and based on the current Unit Manning Document (UMD) and projected resourcing this will allow the applicant to occupy this position as a Permanent Promotion or Reassignment. If there are projected changes in the funding resourcing of the advertised position individuals will be placed on a Temporary action such as Temporary Promotion or Temporary Reassignment. These actions may result in the employee having to return to their prior Permanent Position when changes to the manning occur. Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades:

Experience:
Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED
Experience:
Applicant must indicate at least 12 months of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs. KNOWLEDGE, SKILLS, AND COMPETENCIES:
Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. - Knowledge of military human resources policies, rules, guidelines, instructions, etc to understand the assigned program(s) and converse effectively with functional managers, advise commanders, customers, lower graded personnel, or lower echelons. - Knowledge of overall requirements, objectives, practices and peculiarities of the assigned program area. - Ability to plan, organize work, administer, communicate effectively (both orally and in writing), meet deadlines, gather, analyze data/products, and summarize facts in order to determine adequacy and/or deficiencies of assigned programs. - Knowledge of the mission and the unit is essential in order to provide required support consistent with mission objectives and to coordinate with managers, supervisors, members, customers, dependents, and other offices on human resources issues. - Knowledge of automated systems, personal computers, and software employed in the assigned program area to utilize the systems in developing reports, correspondence and to extract data. - Knowledge and skill in application of analytical and evaluative techniques to identify, consider, and resolve issues or problems peculiar to the assigned program area QUALITY OF

Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
