As an IT SPECIALIST (PLYCPLN), GS-2210-09, you will analyze requirements and recommend plans of action for improving assigned IT applications. Analyze assigned portions of existing and planned IT applications, both hardware and software, to determine current and future potential for enhancements. Perform as a plan and policy advisor to functional users of information technology. Develop and interpret policy for administering IT systems. Implement methods, procedures, policies, and techniques concerning telecommunication systems. Implement IT and communications programs and special projects. Assist with contracting functions and budget preparation. Attend meetings and presents briefings. Participate in discussions, meetings, conferences, committees or special projects. Adhere to management control plan requirements by conducting self inspection and staff assistance visits. Resolve identified discrepancies. Perform other duties as assigned. APPOINTMENT STATUS:

Individuals who are currently serving in another branch of service who are willing to become members of the Pennsylvania National Guard. INDEFINITE:
Currently employed permanent technicians MAY BE able to retain their permanent status and based on the current Unit Manning Document (UMD) and projected resourcing this will allow the applicant to occupy this position as a Permanent Promotion or Reassignment. If there are projected changes in the funding resourcing of the advertised position individuals will be placed on a Temporary action such as Temporary Promotion or Temporary Reassignment. These actions may result in the employee having to return to their prior Permanent Position when changes to the manning occur. Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades:

Experience:
Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. Experience:
Applicant must indicate at least 24 months experience, education, or training in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. KNOWLEDGE, SKILLS, AND COMPETENCIES:
Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. - Knowledge of, and skill in applying IT concepts; program management principles; communication techniques; and analytical reasoning sufficient to provide input to drafting position papers on IT issues such as policy implications of new business strategies; e.g., e-Government, knowledge management, and paperwork elimination; identify relevant information including industry standards and practices; present alternatives; make recommendations; and assist in implementing decisions. - Knowledge of, and skill in applying IT concepts to monitor state-of-the-art IT developments; and make recommendations on how to address trends and new technologies within the context of agency policies, plans, and management strategies. - Knowledge of, and skill in applying IT concepts to monitor changes in Federal legislation and agency guidance, policy, regulations, and directives for potential impact on organizational policies. Experience:
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
