HUMAN RESOURCES OFFICER (MILITARY)

As a Human Resources Officer (Military), GS-0201-12 you will manage Force Support programs through subordinate supervisors and senior workers that supervise technical and administrative activities within organizational sub units. Manage, direct, and administer military human resources and personnel programs for the assigned and supported organizations. Perform strategic planning in support of wing long-range objectives. Plan and direct personnel mobilization and deployment activities through the Installation Personnel and Readiness office. Oversee manpower and personnel programs. Provide strategic direction for force development programs to include:
On-the-Job Training (OJT), formal school training, Air Force Institute Advanced Distributed Learning (AFIADL) , Developmental Education (DE) (formerly Professional Military Education), and ancillary training. Provide oversight to the Airman and Family Readiness Program to ensure wellness is maintained throughout assigned organizations. Provide functional oversight of Sustainment Services section for mission requirements and base-wide needs, to include food services, lodging, Morale, Welfare, and Recreation (MWR), Mortuary Affairs, honor guard, and fitness programs. Oversee Recruiting and Retention programs. Oversee implementation of full-time human resources programs to include dual status military technicians (General Schedule and Federal Wage System), non-dual status technicians , and Active Guard/Reserve (AGR) personnel under the guidance and purview of the state Human Resources Office (HRO). Provide management and oversight of a comprehensive budget for Force Support operations, which includes programs for Recruiting and Retention, Family Readiness, Formal Schools, Subsistence, Contract Lodging, Food Operations Contracts, NAF, and other special Operation and Maintenance (O&M) and Military Personnel (MILPERS) funding and workday requirements. Serve as the wing point of contact for Homeland Defense and Civil Support activities with regard to base operating support and accountability. Develop performance standards; evaluates the work performance of subordinates. Perform other duties as assigned. APPOINTMENT STATUS:

Individuals who are currently serving in another branch of service who are willing to become members of the Pennsylvania National Guard. INDEFINITE:
Currently employed permanent technicians MAY BE able to retain their permanent status and based on the current Unit Manning Document (UMD) and projected resourcing this will allow the applicant to occupy this position as a Permanent Promotion or Reassignment. If there are projected changes in the funding resourcing of the advertised position individuals will be placed on a Temporary action such as Temporary Promotion or Temporary Reassignment. These actions may result in the employee having to return to their prior Permanent Position when changes to the manning occur. Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades:

Experience:
Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED
Experience:
Applicant must indicate at least 12 months of specialized experiences at the GS-11 level or the equivalent in personnel and manpower core competencies:
Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement. Specialized knowledge of all applicable merit principles and practices related to federal civilian, military, and National Guard technician personnel programs. Experience in planning for and executing all personnel programs and Human Resources Information Systems. Experience in career broadening human resources programs such as leading, planning, and scheduling work in a manner that promoted smooth flow and even distribution of assigning work requirements. Experience in training and guiding employees on human resources military and/or civilian programs and assigning applicable tasks. KNOWLEDGE, SKILLS, AND COMPETENCIES:
Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. -Knowledge of an administrative nature, which involves the exercise of analytical ability, judgment , discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts, and practices applicable to one or more fields of administration or management. -Skill in gathering information and date for preparing reports. -Skill in reading, understanding, interpreting and explaining technical material. -Ability to communicate orally. -Ability to apply the fundamental principles, concepts, techniques, and guidelines of personnel management. -Ability to prepare written guidelines. -Ability to work closely with specialist, in the other personnel specializations which may be involved in the problems to be resolved. -Ability to analyze directives, and apply sound management to establish personnel programs for a specific activity. Experience:
Length of time is not of itself qualifying. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
