As a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST, GS-0018-05, the duties performed in this assignment are developmental for advancement to the target position of Safety and Occupational Health Specialist, GS-0018-09. As a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST, GS-0018-09, you will perform recurring assignments to control or eliminate unsafe physical conditions, equipment and machine hazards, and risks in human performance that may cause injury to persons or damage to property. Conduct formal investigations of reportable and non-reportable mishaps of a recurring nature involving personal injury accidents, property damage, or occupational illnesses within the assigned functional area. Review and recommend revisions to standard local safety instructions and guides that are relevant to current or planned contractor operations and base employees. Review plans and specifications for minor construction, building alterations, and/or changes in installation equipment, to ensure compliance with safety codes and standards. Provide technical safety training and instruction on specific safety procedures to supervisors, employees, and/or unit safety representatives on such areas as traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures. Currently employed permanent technicians MAY BE able to retain their permanent status and based on the current Unit Manning Document (UMD) and projected resourcing this will allow the applicant to occupy this position as a Permanent Promotion or Reassignment. If there are projected changes in the funding resourcing of the advertised position individuals will be placed on a Temporary action such as Temporary Promotion or Temporary Reassignment. These actions may result in the employee having to return to their prior Permanent Position when changes to the manning occur. Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Experience:
All GS-0018 series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. SPECIALIZED EXPERIENCE for GS05:
Applicant should indicate at least 6 months experience in performing select tasks, assigned to provide experience in practical application of work processes; occupational hazards; safety standards; inspection techniques and procedures. Studied functional and program manuals to gain knowledge of the subjects under evaluation; and reviews past inspection records to gain further understand the application of technical standards. Prepared working papers, in the prescribed format, documenting information pertinent to the review of records, or conditions, and the findings. Attended meetings to learn presentation techniques. SPECIALIZED EXPERIENCE for GS-07:
Applicant should indicate at least 12 months experience in performing as a team member, specified survey work to identify and evaluate hazardous and nonhazardous work and conditions. Applied conventional survey techniques to complete relatively uncomplicated evaluations. Made recommendations concerning corrective procedures where the potential for injury or property damage exists or current procedures do not achieve the desired results, or are no longer appropriate for situations encountered. SPECIALIZED EXPERIENCE for GS-09:
Applicant should indicate at least 24 months experience in performing periodic onsite surveys, to determine compliance with applicable occupational safety standards. Prepared or revised safety instructions and guides. Advised personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps. Investigated mishaps, obtained statements from witnesses, and photographed mishap scenes. Recorded circumstances of mishaps and extent of injuries, prepared final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage. Experience:
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. - Knowledge of general administrative methods and techniques which provides a basis for comprehending the objectives of safety and occupational health programs and the technical measures and procedures used to control or eliminate unsafe acts and conditions. - Knowledge of Government organizational structure sufficient to obtain data and information regarding work operations, mishaps, and safety practices, and to prepare are port of findings. - Knowledge of established safety and occupational health principles, methods, and techniques sufficient to independently perform recurring assignments of a conventional nature to control or eliminate hazardous conditions and mechanical risks which may cause injury to persons or damage to property. - Practical knowledge of the body of laws, regulations, policies, and procedures related to safety and occupational health to interpret and explain the reasons and purposes for applying corrective/preventive measures and procedures.
