As a SELF-ASSESSMENT MONITOR, GS-1801-09, you will serve as Wing Self-Assessment Program Manager (SAPM) and Management Internal Control Toolset Lead. Independently assess wing programs and capabilities as reported in MICT in order to support the wing CCIP and exercise and evaluation program, ensuring compliance with legal and regulatory requirements, and ensuring the prioritized interest of the Air Force (e.g. SII, CII, etc) and Airmen needs are met. Perform analysis of unit self-assessed capabilities versus inspection requirements to build inspection sampling strategies. Establish and utilize metrics and analysis systems to assess efficiency, effectiveness, and compliance with regulatory procedures to enable Wing IG to determine the most efficient exercise and inspection scenarios to minimize costs and maximize unit readiness. As the Wing SAPM and MICT technical expert, train IG personnel, WIT, and group, squadron, and flight SAPMs on the proper use of MICT. Trains WIT members on how to derive data and validate MICT inputs during inspections. Identifies, troubleshoots and corrects MICT and IGEMS malfunctions and assists in correcting MICT and IGEMS operator errors. Represent the Wing IG with a variety of wing, functional area, local community, state and federal organizations. Establish, develops, and maintain effective working relationships with ANG/IG, NGB staffs, MAJCOM staffs, State IGs, and wing leadership at all levels on matters concerning Air Force inspections. Represent the Wing IG and the Inspections Directorate at conferences, meetings, seminars, briefings, and other official functions. Provide advisory services to individuals, other staff offices, managers, supervisors and employees concerning the IG program and processes. Explain and interpret AFIS and CCIP inspection program and AFI 90-201 requirements to all Wing personnel. Explain and refer complaint procedures, Freedom of Information Act (FOIA) and Privacy Act (PA) inquiry procedures, and Fraud, Waste and Abuse (FWA); etc, and responds to a variety of inquiries concerning redress available to military and civilian members. Perform other duties as required. This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION:

Individuals who are currently serving in another branch of service who are willing to become members of the Pennsylvania National Guard. INDEFINITE:
Currently employed permanent technicians MAY BE able to retain their permanent status and based on the current Unit Manning Document (UMD) and projected resourcing this will allow the applicant to occupy this position as a Permanent Promotion or Reassignment. If there are projected changes in the funding resourcing of the advertised position individuals will be placed on a Temporary action such as Temporary Promotion or Temporary Reassignment. These actions may result in the employee having to return to their prior Permanent Position when changes to the manning occur. Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades:

Experience:
Ability to understand legal provisions, regulations, and administrative procedures and to apply them to specific situations. Ability to analyze narrative and numerical data, draw conclusions, and make decisions. Ability to communicate with others effectively, both orally and in writing. SPECIALIZED
Experience:
Applicant must indicate at least 24 months experience in developing training materials and instructing others in the basic inspector general program elements, activities and procedures. Capable and experienced in conducting interviews, reading reviews, and evaluating situations or conditions. Have a working knowledge of various office automation software programs, to include specific inspector general forms, tools, and techniques to support office operations to produce a variety of documents such as, letters, reports, spreadsheets, databases, and graphs. KNOWLEDGE, SKILLS, AND COMPETENCIES:
Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. - Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of the AFIS program and related support resources for the wing; and of the mission, capabilities, organizations and operations of the Inspector General. - Skill in comprehending procedures outlined in IG regulations and directives and apply them to the handling of conventional inquiries, complaints, Congressionals, etc. - Ability to communicate orally and in writing to prepare comprehensive reports of investigation, responses to congressional staffers, and make presentations to high level management officials. Experience:
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
