FINANCIAL MANAGEMENT TECHNICIAN

As a Financial Management Technician, GS-0503-08, you will perform broad-in-depth financial analysis of interrelated accounting, logistics and computer file systems concerning pay, accounts payable or receivable, and various travel entitlements resolved especially difficult and sensitive, out-of-balance conditions associated with processing actions within the Financial Management Systems. Perform in-depth analysis on complicated pay, travel, accounts payable and receivable and fiscal accounting activity issues involving substantial corrective action and/or complicated adjustment and resolve issues, including assessing unusual circumstances or conditions. Analyze particular facts of financial transaction problems/issues, verify and evaluate data; obtain additional information to reconcile discrepancies or inconsistencies; and, apply pertinent Fiscal Laws, regulations, precedent decisions and procedures to determine appropriate action for resolution. Analyze and resolve tax processing problems based on airman inquiries or internal control audits/reviews, ranging from Permanent Change of Station (PCS) issues and combat tax exclusion pay to refunds of erroneous tax collection. Interpret data to identify problems, determine nature of problem/issue, decide approaches to resolve issues, and recommend solutions for systemic changes to enhance operations. Audit the full range of pay, travel, and accounts payable authorizations and entitlements to determine compliance with multiple laws, regulations, policies and issuances. Schedule, run, and analyze various financial system reports, such as daily activity reports, error/reject reports, status reports, discrepancy and mismatch reports, transaction reports, and ad hoc reports. Respond to requests for assistance/information from multiple sources, to include airmen, civilian employees, family members, unit supervisory personnel, Inspectors General (IG), Investigating Officers (IO), state and federal political members, and vendors. Qualified, currently employed Title 32 Federal Technicians working at the location specified in the job announcement. Category 2:
Qualified, currently employed Title 32 Federal Technicians of the Pennsylvania National Guard. (Army and/or Air) Category 3:
Qualified, currently employed Federal Employees (T5) or Federal Technicians (T32) within the Pennsylvania National Guard (Army and/or Air). Category 4:
Qualified current members of the Pennsylvania National Guard. (Army and/or Air) INDEFINITE:
Currently employed permanent technicians MAY BE able to retain their permanent status and based on the current Unit Manning Document (UMD) and projected resourcing this will allow the applicant to occupy this position as a Permanent Promotion or Reassignment. If there are projected changes in the funding resourcing of the advertised position individuals will be placed on a Temporary action such as Temporary Promotion or Temporary Reassignment. These actions may result in the employee having to return to their prior Permanent Position when changes to the manning occur. Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Experience:
Experience that the applicant gained through work within similar financial program structures that support the Series' GS-0503 occupational functions, basic principles, and procedural concepts. SPECIALIZED
Experience:
Application must indicate six months of finance program experiences. Must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. KNOWLEDGE, SKILLS, AND COMPETENCIES:

Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
