SUPPORT SERVICES SPECIALIST

As a SUPPORT SERVICES SPECIALIST, GS-0342-08, you will provide staff assistance, guidance and advice concerning Air National Guard (ANG) administrative, personnel, training, security, nonjudicial punishment, Blanket Purchase Authority execution, promotion/demotion, and other adverse actions, and budgetary matters to the supervisor. Plans organizes, directs and coordinates the activities of the Administrative Section such as:
(a) receiving, controlling and distributing incoming classified and unclassified material; (b) classifying, controlling and distributing outgoing classified and unclassified material; (c) maintaining and providing a reference service from the centralized files containing a variety of operational and policy material relating to the activities and functions of the EI unit; (d) planning and establishing files systems; (e) planning, establishing and maintaining reference libraries of varied technical and general publications; (f) records and forms management; (g) various typing services; (h) printing and reproduction; (i) space management; and (j) communications. Formulate, develop, and direct the implementation of policies and procedures affecting the Administrative Section. Supervise the input of security clearance processing for all personnel of the squadron, determining accuracy and ensuring compliance with procedural and regulatory requirements; coordinates security clearance requests with the various Air Force gaining commands and ensures suspense dates are met; causes security clearances to be prepared when all requirements are met and ensures authenticity of such clearances. Conduct research on difficult individual administrative and personnel problems; provides technical and specialized data, background material and references; recommends solutions and courses of action to be followed. Contact other operating and administrative personnel on the base to follow up on solutions to mutual problems, to suggest corrective action in cases involving irregularities, to correlate procedures for which mutually responsible, and to improve administrative functions generally. Serve as principal assistant responsible for supervising the orderly and efficient accomplishment of the EI unit administrative workload such as administrative preparation of engineering scheme packages, organization and procedures; supervision, establishment and maintenance of the master files and classified document files; and composition, preparation and distribution of orders. Supervise two or more assigned technician personnel (administration, training, personnel). Responsible for matters pertaining to the Air Technician program. Manage the military workday program ensuring authorizations for military duty do not exceed available funds. Perform other duties as required or assigned. APPOINTMENT STATUS:

Qualified, currently employed Title 32 Federal Technicians working at the location specified in the job announcement. Category 2:
Qualified, currently employed Title 32 Federal Technicians of the Pennsylvania National Guard. (Army and/or Air) Category 3:
Qualified, currently employed Federal Employees (T5) or Federal Technicians (T32) within the Pennsylvania National Guard (Army and/or Air). Category 4:
Qualified current members of the Pennsylvania National Guard. (Army and/or Air) Category 5:
Individuals who are currently serving in another branch of service who are willing to become members of the Pennsylvania National Guard. INDEFINITE:
Currently employed permanent technicians MAY BE able to retain their permanent status and based on the current Unit Manning Document (UMD) and projected resourcing this will allow the applicant to occupy this position as a Permanent Promotion or Reassignment. If there are projected changes in the funding resourcing of the advertised position individuals will be placed on a Temporary action such as Temporary Promotion or Temporary Reassignment. These actions may result in the employee having to return to their prior Permanent Position when changes to the manning occur. Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Military Grades:

Experience:
Experience, education or training in administrative, professional, technical, or other work that provided knowledge of support services. Knowledge of administrative methods and procedures used in planning, organizing work, and skill in dealing with others in person-to-person work relationships. Experience:
Must have at least 18 months experience which provided an overall knowledge of management principles and supervisory responsibility for support service functions of the kind required by type of position to be filled and functions of the organization involved. Experience planning and directing a variety of substantive clerical operations. Experience using methods and procedural steps, and working under general instructions to meet the objectives of support services programs. KNOWLEDGE, SKILLS, AND COMPETENCIES:
Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. - Knowledge in establishing performance standards and production controls. - Skill in composing drafts of policies and procedures affecting administrative management, personnel policies, and program development for squadron implementation. - Ability to provide technical advice and guidance to other base activities on matters pertaining to the various functions. Experience:
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
